Summary:

Incumbent is primarily responsible for performing a variety of human resources duties in support of Ponca Health Services. Incumbent is responsible for assisting the Ponca Tribe of Nebraska Human Resources Director. Responsible to perform full life-cycle recruitment to onboarding activities to support the hiring needs for Ponca Health Services.


Essential Responsibilities and Duties:

  1. Manage and update internal applicant tracking with accuracy and integrity to ensure compliance with applicable tribal, IHS/federal and state hiring laws and regulations
  2. Proactively source and identify active and passive candidates by utilizing the PTN website, employee referrals, social media platforms, cold calling/direct recruitment, and other methods as appropriate.
  3. Coordinate and represent the Company at career fairs, trade shows, college campus recruiting, and other community networking and public relations opportunities
  4. Coordinate with hiring executive staff/directors/managers to understand needs, job requirements and the skill set(s) needed to be successful in order to develop and execute an appropriate recruiting sourcing strategy to expand talent portfolio and attract qualified candidates.
  5. Source and develop an active network of healthcare professionals (nursing & allied professionals) for contract, PRN and permanent hiring.
  6. Articulate job offers to candidate, and drive for candidate acceptance. Anticipate and negotiate compensation packages/salary, terms and conditions of employment, and counteroffers as appropriate.
  7. Develop/recommend behavioral interviews and competency-based evaluations to help assess candidates' hard and soft skills appropriate for PHS positions.
  8. Evaluate candidate qualifications and determine who to move forward in the recruitment process in accordance with HR policy.
  9. Demonstrate recruiting process knowledge, ability to stay abreast of recruitment trends and best practices.
  10. Support and participate in team training efforts.
  11. Provide consistent communication and career guidance to candidates. Identify and establish a pool of tribal member candidates for career planning within PHS (for entry level to other positions tribal member may qualify for or train up to); within internship program guidelines.
  12. Prepare recruiting and associated reports for management as needed.
  13. Prepare offer letters/employment contracts, confidentiality agreements, and associated employment documents.
  14. Maintain elevated level of confidentiality.
  15. Be a PTN Ponca Health Services ambassador and advocate at all times.


Relationships and Authority:

This position has no supervisory duties.

Working Environment and Physical Demands:

This position is located in professional office environment.

Qualifications:

Minimum:

  1. 3 years of experience in relevant recruiting, staffing in the nursing/medical industry
  2. Understanding of tribal, federal and state employment laws governing compensation, hiring and diversity.
  3. Working knowledge of applicant tracking systems.
  4. Experience working in a fast-paced environment while juggling multiple demands.
  5. Excellent written and oral communication skills.
  6. Strong organizational skills and attention to detail.
  7. Proficient in Microsoft Office Suite - including Outlook, Word, Excel, Access.
  8. A proven track record of recruitment success
  9. Valid driver's license and must be insurable by PTN insurer.
  10. Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
  11. Able and willing to travel.

Preferred:

  1. Bachelor's Degree in HR preferred
  2. NNAHRA and/or SHRM Certification
  3. Experience with local clinical/medical recruiting positions, team, firm.
  4. One-year experience working with Native Americans or Native American organizations.
  5. Knowledge of the Ponca Tribe of Nebraska, Ponca Health Services
  6. Knowledge and understanding of Public Law 93-638" Indian Self-Determination Act
  7. Knowledge and understanding of Indian Health Services funding


Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized Tribe. However, all qualified individuals are eligible.
